You can also buy cars from government auctions. Sometimes at these auctions you can make savings of as much as 80% of the original car cost. The only downside is you are buying a car which is sold as seen. This doesn't mean that the reposed car won't be in bad condition, but if you attend an auction, then you would be best to take a mechanic with you to give the car a quick look over. Sometime the only faults will be minor, such as some minor damage or breakages, that can easily be fixed by a local service. There are a number of links to government auctions in you area. You can find them easily around the internet. They are sometime announced in local newspapers also, so keep an eye on those, especially the free ones.
You can also give your local police office a call, to confirm when and where the next one is. Alot of the time, the police impound cars where the owners can't afford the fines for minor traffic offences, and so they never get claimed.

my experience
This happened to me on time, where the car i was driving broke down on the motorway with some engine trouble. The breakdown company towed the car to their local storage facility, and i never bothered to pick it up, because of the enormous distance i would have had to travel to get it. So there must be lots of other examples of why people choose not to pickup their car. This makes it all the better for any car buyers to buy their dream car at a bargain price.
